Carbon Reduction Scenario

From an organisation's emissions reports and signed, committed targets already in memory, assembles the baseline and current figures across every scope the organisation reports, then writes a decarbonisation scenario -- scenario.json and a checkpoint document -- for a human to review and approve. It then builds a delivery pathway for each commitment with the organisation's own input, signed off commitment by commitment.
