Use to draft a new OSHA program policy document from scratch for the current company (identified from /organization/me/identity.json). You research the company yourself, list the available clause registries from the /organization filesystem (no cortex_search), read the applicable 29 CFR clauses from disk, and then WRITE the policy document yourself (do not delegate writing to the broker LLM), delivered as a PDF (+ markdown) tailored to the company.
