Supplier ISO Enumerate

Use to list suppliers under /organization/local/suppliers, read each identity.json, and write a collect manifest that marks suppliers ready, needing Talos identity resolve from resource.json, missing a website, having fresh certifications.json (skipped for one week), or bad identity. Deterministic Python only — no cortex_search.
